Their previous SEO firm, which was based on India, had relied totally on article spinning, directory submissions, and exact-match anchor text to build this client's link profile up-and all three of those tactics were exactly what Penguin was penalizing websites for.

In the last few years the rules of SEO have changed dramatically. Link building tactics that were incredibly useful 5 years ago are now (at best) a waste of time or (at worst) a danger to your website.
